No doubt I can use Skype but to use for video calls (i.e. with camera) it does not function may be the software does not support. May be its because of streaming problem of some other Glitch in my cell phone.
I again impress that the vendor has told me that camera will work with 3g tech

Android devices running software version below 2.3 cannot support Skype video calls its a software issue unrelated to 3G

Whoever has told you this is telling you stories. If you have WiFi in it, you can use Skype right now. If not, then of course only 3G would help. But this thing about PTCL getting the first right is, again, hogwash.

WHen I was at USF, and we used to mull over using rural telecenters also for rural telemedicine, I used to worry as to who would operate the telemedicine instruments there – without proper handling of those instruments (like digital stethoscope) the doctor at the other end would not be able to determine anything. Training a local villager, who has perhaps no motivation, might or might not work. Qamar, your comment came like sudden daylight – the solution lies in training and using the local village-chemist! His source of earning depends on dispensing medicines making him the ideal candidate for such a job!

Parvez has already highlighted the benefits broadband is going to bring to the students and education in Pakistan. Few days ago I read a news in a swiss newspaper where few selected chemists in the city of Zurich have been connected via broadband link to a panel of doctors. The patient can go and ask for advise and medicine for some selected illnesses and if necessary the chemist can get a doctor on-line via a video link for advise and consultation. The patient must not go to the doctor for some trivial illnesses and thereby help in reducing the cost of ever rising medical insurance.
All I want to say is that broadband have such enormous benefits that it will be criminal if not implemented quickly.

I recently purchased Android mobile phone (touch & Fly) The facility of skype was the one in which I was interested so that I could talk & SEE my near & dear ones. To my utter disappointment I was told that the camera cannot function until 3G facility is not made available & PTCL shall get the first right to make it available after the launch.
This is one small example when you get frustrated as I eagerly awaited for the auction in June & as usual its been postponed indefinitely.
Examples of such like are there but the percentages 9f usage & its usefulness will always fall on deaf ears until & unless you convince them how much MOOOLA the will earn out of this
